In most cases it's a bit unnecessarily tedious and illogical needing to build walls, a roof, maybe a door around your heater/cooler just to even slightly feel the effects Mods that add structures or changes having to do with temperature. In the real world, you don't need to have an enclosed space in order to cozy up around a campfire and prevent hypothermia. If cooling it will exhaust heat just like a cooler, and if heating it will not exhaust anything, just like a heater Proxy Heat Mod will allow temperature sources to warm you up or cool you down regardless of if they're in an enclosed room or not.
It has the same heating and cooling power as a standard heater and cooler. It will automatically switch to heating or cooling mode depending on the temperature set. Set a temperature and the Temperature Control Unit will do its best to keep the room that temperature, no matter if it is hotter or colder.
